The Speaker ruled Amendment Nos. 2 - 9 dilatory and out of order, citing Section No. 180 of Mason's Manual. Representative Vezey rose to a point of order, stating the ruling was not debatable. The Speaker stated the point was well taken. Representative Finkelstein appealed the ruling of the Chair and withdrew the appeal.
